The Sims 3 launcher is the default way to install mods of that type. And it's notoriously unreliable and often causes the exact problem you're experiencing. There's no fixing it. You should just use another method to install mods.

On the mods you're getting from the Sims 3 exchange there, don't click the 'add to game' button. Instead choose the save file option and save them in the folder called 'Downloads' that is inside your Electronic Arts/The Sims 3 folder located within your Documents folder.Then, use this program, CC MagicDownload that and install it. Every time you run this program, or click on the 'refresh button in it' it takes the contents of the 'Downloads' folder and sorts them into folders in the root Electronic Arts directory which it can then use for mods.
